Slime Secretions is dropped by any Slime family with a level 40 and above in the game. While there are plenty of them around Teyvat, here is a list of maps where you can easily find Slime enemies.
Another fast way to farm these materials is by completing Daily Commissions and Ley Line Outcrops. They often spawn Slime enemies and you can get an average amount of Slime Secretions even without claiming the rewards from Ley Line Outcrops.
It can be crafted in the Alchemy table in Mondstadt or Liyue using 3 pieces of Slime Condensate and 25 Mora.
